This build works with VS 2005, the steps to build a machine:

• Install .NET 2.0 framework first. You can do this by installing SQL 2005 first, then VS 2005...or just install VS 2005 if you don't want to create a VPC with SQL...and install SQL Express with VS instead (part of VS installation).
• Install WinFX Runtime Components November CTP. These are the bits you need to do WCF and WWF among other things.
• Install Visual Studio 2005 Extensions for WinFX. You need this to get IDE integration for WCF.
• [Optional but fun] Install Visual Studio 2005 Extensions for WWF. Not required for WCF, but fun with WWF! Same deal, need integration with the VS environment.
• Windows SDK for WinFX Runtime Components November CTP. In here you get additional tools including trace utilities for example. Its a must-have.
